Interesting data on policy overall around the world. I know that the Commonwealth of Learning has made huge efforts in supporting Commonwealth countries in the development of National OER policies, but looks like that hasn't resulted in significant impacts in the respective countries... and some historical information on the evolution of Open in Canada and the role BCcampus has played.
