In another context I’ve come across Seneca College’s OER Committee http://open2.senecac.on.ca/sites/openeducation/ and there is a link to their terms of reference there. Within that document they refer to Leeward Community College’s OER Committee, whose terms of reference can be found at https://sites.google.com/a/hawaii.edu/oer/oer-campus-committee .
