I'm in agreement with Kevin. Review work is the intellectual property of the reviewer
and should be treated the same way as any other content. I would suggest using a similar
licence/policy as other open access material.

It seems that it would be up to the publisher to set the copyright policy (as they do with
authors). Reviewers could then choose whether or not to work with that publisher if they
disagreed with the policy.
In the absence of an explicit policy, the default should be ownership by the reviewer.
