We discussed what everyone is planning for the upcoming OE week, as well as discussed questions about publishing, textbook costs and more! We're also excited to officially announce the BCOEL OE Week hybrid event on March 6th. We're delighted to have Dr. Ann Gagné present a virtual keynote titled: Vectors of Trust: Practicing Reciprocal Values in Challenging Times from 2:30-3:30pm. As a hybrid event, we will also be holding an in-person portion at Langara College on March 6th from about 12:00-16:00 (specific campus location on campus to come). We've organized an afternoon of activity! There will be lunch, a screening of the BCIT OE event<https://bcit.libcal.com/event/3883294> taking place from 13:00-14:00, coffee break, and will conclude with the keynote presentation. We can continue the festivities at the Langara Clubhouse afterwards as well. The in-person event is only for the BCOEL network, please respond to this message (or me personally) before Friday February 28th to express interest and attendance.

Happy Friday and happy sunshine! I hardly feel like I'm in Vancouver with the weather we're having these days!
The BCOEL steering committee met this Monday for our monthly meeting and we had a great discussion! As the first one of the year, our agenda was short and sweet. We discussed the benefits, and sometimes challenges, of ZCT course marking as well as OER marketing on campus.
A big part of the meeting was also introducing plans and next steps for OER week! We have decided to host a hybrid event, which will consist of an in-person networking/social opportunity as well as a virtual screening of a keynote speaker presentation. The winning focus topic for this event was "OER and student success in a time of enrolment decline" so that will be the guiding discussion point for the session.
The virtual presentation will be open to all, however the in-person event is limited to the wider BCOEL network. And that's where you come in! We have the option of hosting the in-person portion either downtown (campus tbd) or at Douglas College in New Westminster, with the overall aim of making it easily accessible via transit. As folks are potentially joining from a lot of different locations, we would love to get your vote on a preferred location! The date will be between March 3-7th (specific day/time also tbd), if you're not confident you're able to attend yet no worries, we'd still love to hear from you!

Good morning, BCOEL community!
We had a great meeting yesterday, thank you again Amanda for leading as I have lost my voice (also celebrating the return of Amanda)! Meeting Minutes will soon be posted on the BCOEL website<https://bcoel.ca/the-bcoel-steering-committee/steering-committee-minutes/>, but here is a quick overview, followed by an opinion poll/ask!
We discussed more aspects of Open Education in a time of enrolment decline, including how to navigate the rocky waters of budget cuts and the looming threat of new tariffs, but equally how OERs can serve as both a viable and appealing option in this current climate of uncertainty. Lindsay and McKenzie have plans to create a CC licensed PPT that will highlight these issues and the role of OER in addressing them, and I'm really looking forward to hearing more about it in the new year!
We also spoke about the challenges of ZTC designation and how to appropriately reflect time and effort in funding requests. We wrapped up with a discussion on GenAI and OER, and Brenda shared this great Artificial Intelligence In Education<https://aieducation.trubox.ca/> toolbox from TRU that covers a wide array of topics, issues, and classroom ideas.
We spent some time discussing the potential theme for the upcoming OER week in March and have landed on the following. The specifics of each are yet to be determined, but we would love your help in determining a theme and narrowing our efforts. Some of these will potentially involve getting a speaker, so if you have any suggestions, please send them our way!

Hi everyone,
Two of our Business faculty are currently reviewing the Business Law and Ethics Canadian Edition<https://ecampusontario.pressbooks.pub/buslawandethicscanada/> OER for its suitability for adoption for our BUSI 2390 Business Law course. Part of the review includes what work would need to be done in order to adapt the OER. BUSI 2390 is one of our few top-20 enrolled courses that does not have a ZTC section, so being able to “unlock” this one would have a massive impact.
Unfortunately, it seems like it would need a lot of work in order to make it usable. The faculty members are interested and willing to do the work, but are hesitant at the amount of work that it would take. I suggested reaching out to see if there are any other Business Law (or similar) instructors at other institutions who would be interested in collaborating on this adaptation. We also talked about converting the content into a Wordpress website which could be easily updated with new information instead of a more static OER textbook, if that’s of interest.

The European Training Foundation<https://www.etf.europa.eu/en> together with UNESCO-UNEVOC<https://unevoc.unesco.org/home/> are working to promote the use of OER in TVET (Technical Vocational Education and Training) namely by collecting stories of use of OER within vocational education, professional higher education, and adult learning (formal and informal).
They will then organize webinars (as they did last year<https://openspace.etf.europa.eu/blog-posts/webinar-report-open-educational-…>) to share these stories globally, with the aim to foster adoption of OER and open approaches within TVET through awareness raising and knowledge exchange.

Amy Goldlist<https://loop.bcit.ca/people/agoldlist> is Program Head for Business Analytics in Operations Management at BCIT. She has a MDS (Masters of Data Science) from UBC. She is a coauthor on multiple textbooks, including the Open textbooks: "Business Mathematics" and "Business Analytics". She is currently helping with a new open project, "Statistics for Business Analytics".
Erika Ram<https://loop.bcit.ca/people/eram1> is an Instructor at BCIT's Computing Department and Chair of the EDCO Educational Technology and Learning Design Committee. With over nine years in higher education, her work combines pedagogical theory with practical technology applications, program development and creative problem-solving.
Julia Alards-Tomalin<https://loop.bcit.ca/people/jalardstomalin> is an instructor at BCIT in the Natural Resources department. She studied Forestry and Ecological Restoration at BCIT and recently completed a Master of Education at Simon Fraser University. Her background includes horticulture, arboriculture, invasive species management and ecological restoration. Starting in 2019, Julia began to work with her students to create an Open Education textbook focusing on the winter identification of plants.

The team comprises contributors from across 5 post-secondaries in BC, including a group of student illustrators tasked with bringing complex ideas and examples to life through graphics.

We are excited to announce the third annual offering of The Open Education Talks<https://oetalks.opened.ca/>, first offered in 2022 as The Open Pedagogy Talks, a series of lightning talks focusing on open education in postsecondary institutions. These 15-minute talks will be about facets of open education, including open pedagogy and learning, utilizing open educational resources, and integrating open strategies in higher education.
These talks aim to create an accessible, virtual space to engage in conversations about open education. For these talks, we share our understanding of open education from the UNESCO Cape Town Declaration:
“…open education is not limited to just open educational resources. It also draws upon open technologies that facilitate collaborative, flexible learning and the open sharing of teaching practices that empower educators to benefit from the best ideas of their colleagues'' (UNESCO Cape Town Declaration, 2018).

In this webinar hosted by SFU Library, presenters from BCcampus will introduce Pressbooks and show you how to create and share open educational resources (OER) with students and fellow educators. Pressbooks is an online self-publishing tool available to all post-secondary faculty and staff in B.C. and the Yukon. Topics in this webinar include an introduction to Pressbooks, how to create an account, how to create a book in Pressbooks, and an overview of the Pressbooks editor. The webinar will also introduce such topics as creating math equations using MathJax, importing content, H5P, and sharing books in multiple formats.

As you may recall, the team behind the Decolonizing Together Symposium at UBC is pleased to invite contributions to their forthcoming Multimedia Ally Toolkit. Hosted on the Decolonizing Teaching Indigenizing Learning website<https://indigenizinglearning.educ.ubc.ca/decolonizing-together-symposium/>, this open toolkit will feature text-based, podcast, and video content to bring to light the perspectives and experiences of racialized and marginalized people previously absent in teacher education programming. Through this medium, they aim to address how Indigenous erasure, racism, ableism, and multiple other forms of oppression are taken up in the Faculties of Education at UBC and how to address existing gaps through changes to practice and policy.
Building on the thought-provoking presentations during the two Decolonizing Together Symposiums in October 2021 and January 2022, they continue to aim at cultivating a diverse community to create and sustain equitable and inclusive campuses and teacher education experiences. Topics addressed in this toolkit may include anti-racism, anti-oppression, anti-ableism, sexuality and gender discrimination, inclusive learning practice, and settler of colour experiences. Their goal is to provide in-service and pre-service teachers with practical and applicable approaches to addressing this content in their teaching, or for facing challenges related to these issues as they arise in day-to-day practice.
Interested contributors are asked to send a brief proposal (maximum 300 words) to the team by March 1, 2023.
Final papers and other content are due July 1, 2023.
Parameters for final works:
* Papers: 3500–5000 words (not including references)
* Audio: 10–15 minutes of podcast feed or other audio recording
* Video: 10 minutes in length
Submission timeline:

Call for Open Content: Digital Literacy
In partnership with the Ministry of Advanced Education, Skills and Training (AEST) and the Digital Learning Advisory Committee (DLAC), a group of individuals with deep and broad expertise and experience from across the sector, BCcampus is pleased to be leading in the development of an open collection of materials to support Digital Literacy in B.C. post-secondary.
This collection will be high quality, openly licensed courses and resources to support the development of digital literacy knowledge, skills, and abilities.
We are currently seeking content submissions for the collection that fulfills the requirements of the eight areas of digital literacy thematic competencies, as identified in the AEST’s Digital Literacy Framework<https://etug.ca/wp-content/uploads/2022/06/AEST-Digital-Learning-Strategy-C…>: ethical and legal consideration; technology supports; information literacy; digital scholarship; communication and collaboration; creation and curation; digital wellbeing; and community-based learning.
Do you have digital literacy content that will help people:
• Understand the ethics and legal implications of gathering and sharing digital information?
• Learn about the risks and benefits of having an online presence?
• Discover and choose educational software, digital tools and apps?
• Interpret and validate information?
• Use technology to collect, analyse, and share research?
• Create multimedia that can reach different audiences and share stories?
• Create healthy boundaries with technology and use digital tools to maintain well-being?
• Communicate and collaborate meaningfully with digital communities?
If the answer is “yes” to any of the above points, we would love to hear from you!
Content may be in the form of textbooks, courses or course materials, websites, videos, infographics, podcasts, book chapters, journal articles, tools or tutorials, etc.
Submissions must be openly licensed, or content an institution is willing to openly license and make shareable in the collection. Submissions will be reviewed by a group of evaluators from our sector prior to inclusion in the collection.

At the same time, an increasing number of instructors are trying out HyFlex delivery — giving students options about whether they come to class or learn online. Digital literacy, for both instructors and students, impacts effective use of these delivery modes. But how can digital literacy support teaching and learning for online, hybrid, and HyFlex courses? What does a student need to be digitally literate? What does an instructor need to be digitally literate?

The purpose of this study is to learn your experience with using OER in your daily work as well as the self-efficacy, attitude, and intention of use towards OER. These findings will help us to better understand the current status of OER in academic libraries.
We plan to present these results at a conference and submit it for a scholarly publication. The survey is Web-based and is expected to take about 5 minutes to complete.

We are pleased to invite you to BCIT’s seventh annual Non-Con event on the morning of June 3rd. As always, it will offer all the fun practical takeaway tips and networking opportunities of attending a conference, without the cost or need to travel.
This year’s theme is “Looking forward towards the ‘After Times'*" (*we hope).
In the spirit of the hybrid world we find ourselves in, we are pleased to offer both an in-person and online experience. You are welcome to come for the coffee and conversation at the BCIT library’s Burnaby campus or attend via Zoom. We hope to capture the best of the two environments this way – both to foster the rare networking opportunities of face to face and extend attendance to those beyond the lower mainland as well. A full agenda will be sent out to participants closer to the date, but the timing would be 9:30-12:30 online with coffee for in-person participants at 9:00.
How do you know if the Non-Con is of interest to you?
If information and digital literacy, instruction and/or active learning, open education or teaching with technology are topics you are interested in, then this Non-Con is for you! Academic and Public libraries, librarians and lib-techs are all welcome.
In the spirit of sharing and learning, we are asking everyone to prepare a short (5 min) talk on any of the following topics:
• a teaching experience
• a resource you would recommend
• a technology you have used in class
• an open education project or practice
Really, we are interested in anything you want to share. We have all pivoted to an online learning/programing environment and back again, so maybe you have a trick that has worked well for you from the ‘before’ times or a new trick that suits either environment.
We are also hoping to facilitate a roundtable discussion about how to maximize services and programming in a hybrid world moving forward.
The event is free but space is limited, so RSVP to this email soon, and please indicate whether you plan to attend in person or online.

I would like to report back on my action item from the March meeting:
Action Item - Lin - Explore if the open access filter and including open access resources in catalogue is a Summons issue or if it extends to other library systems (e.g. EDS).

The short answer:
This could apply to any system, not just Summon/Serials Solutions. However, the details of where/how this is controlled will likely vary from one system to another. Similarly, the collections themselves (exact name, number of titles, etc.) could vary to some extent between software products.
The long answer:
In general, I see four main areas where a library could have a decision to make regarding OA content. Again this should apply to any system, but it could present itself differently from one to the other (some elements might be combined, some might be automatic, etc.).
1) Activating the collections (or not) in the Link Resolver (this could be 360 Link, SFX, Alma, Full Text Finder, etc.).
Impacts:
- A patron using the "Get It" button will be presented with a link to the full text of the article.
- The activated titles will be included in the e-journals/e-books lists, if those are available. In some cases this could be controlled separately (so titles could be available through "Get It" but not be listed, for example).
2) Exporting individual e-journal/e-book records (or not) for those titles to the ILS/Discovery interface (Summon, Primo, EDS, etc.). For some systems this might be automatic once a title is activated in the link resolver, but in other cases this might be controlled on a collection-by-collection basis.
Impact:
- There will now be individual records for the selected OA e-books and e-journals in the Catalogue/Discovery interface.
3) Adding individual article records for the OA titles (or not) to the search results in the Discovery interface.
Impact:
- Records for individual articles coming from those collections will show up in search results.
There is potentially a second level at play here, which is whether the records would be considered part of the library's collection, or whether they would only appear when the user clicks "Show results beyond the library's collection" (or something along those lines). This could either be determined by the activation status in the Link Resolver (see 1 above) or perhaps some systems would assume that the documents are available, given that they are from an Open Access title/collection (see 4 below).
4) Activating (or not) the Open Access filter (aka facet) and/or indicator in the Discovery interface. This is usually an all-or-nothing option, meaning that it's either activated or not, and can't be controlled on a collection-by-collection or title-by-title basis. The determination of whether a record is from an Open Access journal or not is often based on a central directory of journals such as Ulrich's.
Impacts:
- Users will be able to filter search results based on the "Open Access" nature of the documents.
- There can also be some sort of flag, icon or label in each record, indicating that they describe Open Access content.
Ideally there would be some sort of consistency between these four areas in a given institution, meaning that if a collection is deemed trustworthy or interesting enough to be activated in the link resolver, it would also make sense to have the individual articles appear in the Discovery interface, etc.. But there might exceptions, which is why those areas can usually be controlled separately.
One last thing that I think I mentioned before but bears repeating: an additional difficulty in working across different systems is that the available collections themselves might not be totally similar from one institution to the next. Some collections might be available in one resolver but not in another, some collections might have a slightly different name or number of titles, etc. This could make collaboration more difficult, but it's not necessarily a deal-breaker either, as there would likely be significant similarities as well.

I have a question.
We are wondering about adding open content to Summon. If we do this, it would be a lot of content and would appear as part of the library collection. I have concerns about this for two reasons:
- The result list might be overwhelming, is of varying quality, and may prevent the paid content in the catalogue, which is specific to the curriculum, from displaying in a way that students can find it.
- Some of the offered paid content is from publishers like Elsevier and, even though we pay for some Elsevier content, I have deep reservations about 'open' collections from for-profit publishers.
We do have the option to hand-pick some of the open collections on offer. What has your Library done about adding open content to your collections?
